Who can change the education philosophy of PNG to one that makes young people also like the village, the land and waterways and instill in them the willingness to be creative and work with hands?

The education system should make young people see the village, land and waterways as  economic assets,  and not ‘backward burden or disadvantage’ to abandon and be on the beeline to the bright lights/settlements of the cities.
As it is now, the education system provides massive false hope for all. It does not prepare them to face the reality/cruelty of life once they ‘drop out’ of the different stages of education.
Can the education system be changed to inculcate in the young  people the willingness and capabilities to leave school at any stage and return home to be viable and enterprising members of the society?
