The Internal Revenue Commission is in charge of collecting LEDL from logging firms and depositing it into a trust fund managed by the Department of the Treasury (Internal Revenue Commission 2011). From the LEDL trust fund, financial support can only be provided to regions that have active logging projects.

The PNG Forest Authority used to accept applications from landowners for this type of support in the past (PNGFA). In spite of this, the administrative standards for managing LEDL were amended in 2015, and as of that year, only district heads are eligible to apply for financing (National Executive Council 2015). According to Hamago (2014), landowners have a limited amount of knowledge on this fund.

This funds are given so they can be used to improve infrastructure such as School, Roads,Hospitals and etc for communities which are impacted by logging activities..
